Electronic applications: clarification
The March 2010 BIS Services Directive update appears to have caused confusion.

March 2010 BIS Services Directive update appears to suggest that if a Licensing Authority makes Licensing Act 2003 application forms available online for downloading and completing by hand (rather than electronically) that these forms need to be re-designed to reflect the online Businesslink forms used for electronic applications.
DCMS has confirmed that although the administrative requirements of the Services Directive around timescales and tacit consent also apply to hard copy applications, the application forms do not need to be same as the Businesslink forms.
Existing Licensing Act forms (Premises licences and club premises certificates) Regulations 2005) are perfectly acceptable and can remain in place on websites for use by applicants who wish to download them and apply by post.
